Ontario and Quebec Announce Labour Mobility Agreement

On June 2, 2006 the governments of Ontario and Quebec announced an agreement to allow inter-provincial worker mobility in the construction industry.  This ends a long-standing dispute between the two provinces.  For decades Quebec had refused to allow Ontario workers to work on Quebec construction sites and in 1999 Ontario reciprocated by banning Quebec workers from Ontario with its ‘Fairness is a two-way street’ Act.

Employers Benefit From Apprenticeship Programs

Calling it a "landmark study", the Canadian Apprenticeship Forum has released a survey that shows "for every dollar employers invest in an apprentice, they accrue $1.38, or a net return of $0.38", with apprentices beginning to generate net return for employers by the end of their second year. Employers report important qualitative benefits, such as the security of a pool of skilled labour, a lower turnover rate, and a benefit to the journeypersons who train apprentices.   There were 430 employers who were surveyed between September 2005 and February 2006; detailed results were released at the Apprenticeship Conference in Montreal, June 4 - 6, 2006.

Ex Gratia Payment Settles Newfoundland Pay Equity Dispute

On March 23, 2006 Premier Danny Williams announced to the Newfoundland House of Assembly that the government will make right a pay equity dispute from the late 1980’s by providing a $24 million “ex-gratia”, or voluntary, payment.  The payment is in response to a joint appeal by five unions:  the Allied Association of Health Professionals, Canadian Union of Public Employees, International Brotherhood of Electrical Workers, Newfoundland and Labrador Association of Public and Private Employees, and Newfoundland and Labrador Nurses’ Union, who will jointly receive the $24 million payment and disburse it to an estimated 20,000 public employees who worked in female dominated health care and hydro jobs during the years 1988 to 1991.  Although the Supreme Court of Canada ruled in 2004 that the Government of Newfoundland and Labrador had discriminated against persons in female dominated job classes with its Public Sector Restraint Act of 1991, the Court decision did not obligate the province to pay compensation, as it also ruled that the discrimination was justified by the province’s financial constraints.

Training Center Infrastructure Fund (TCIF) Update

In year-one the TCIF received 55 applications, which resulted in 46 contribution agreements being approved ranging from $3,700 to $500,000. The IBEW and their partners received eight (8) contribution agreements in construction and the utilities sectors. The total Federal contribution awarded to IBEW of $1,171,019 represents about 1/3 of the total year-one budget.

The following are successful IBEW TCIF recipients in year- one:

Essex and Kent JATC - IBEW Local 773 Windsor-Sol Furer, IBEW Local 105 Building Fund - Hamilton-Clarke Hurley, IBEW Local 353 Training Fund - North York / Richmond Hill-Joe Fashion, IBEW Local 2085 Training Trust Fund - Winnipeg-Rick Lousier, JATC - IBEW Local 625 Halifax-Julie Bolland, Electrical Industry Training Institute Ltd. - IBEW Local 258 Surrey-Phil Davis, Western Joint Electrical Training Society - IBEW Locals 230, 993, & 1003 Richmond-Pat O’Conner, and Electrical Industry Trust Fund of Alberta - IBEW Local 424 Edmonton-Patrick Barnes.

HRSD is currently reviewing all applications received by March 31, 2006 for year 2 with no decisions made yet. They are willing to consider late applications and you can review the program guidelines at www.hrsdc.gc.ca and contact TCIF at nc-tcif-ficf-gd@hrsdc-rhdcc.gc.ca.

IBEW Safety Poster Contest

Brother Denis Belanger from Local Union 586 entered the 2006 IBEW Safety Poster Contest that was published in the March issue of the IBEW Journal.  Brother Belanger won third place and his poster will be featured in one of the future IBEW Journals.

Grand Prize Winner of the Harley Draw

With pictures of the 35th Anniversary Dyna-Glide Harley Davidson displayed on two jumbo screens and the deep throaty sound of a Harley resonating through the loud speakers, there were over 250 anxious and slightly butter smeared onlookers when International President Edwin Hill picked the lucky Harley Draw ticket at the lobster dinner held Tuesday, June 27, 2006 during the All Canada Progress Meeting in Saint John, NB.

As the winning number was announced, a loud roar came from the crowd as none other than Tim Brower, Business Manager of Local Union 424 Edmonton, AB climbed onto his chair with arms raised to let everyone know who had the winning ticket.

Congratulations Tim for a well deserved prize, and thank you again to everyone who purchased and/or helped sell tickets for making this our first ever draw a resounding success. For those of you who didn’t win, stay tuned and save your pennies, as plans are already underway for a second draw.
